Bulgarian carriers: we hardly drive there after the war
Russian President Vladimir Putin issued a decree at noon giving the government the right to ban international road transport through Russian territory. The document, entitled “On some issues of international road transport of goods”, was published on the website of the presidency.
In the event of a ban, its duration is determined, the list of foreign countries that have introduced restrictive measures in relation to citizens of the Russian Federation and Russian legal entities in the field of international road transport of goods. The types of international carriage of goods by road, the performance of which is subject to a ban, as well as the conditions for the performance of international carriage of goods by road, in which the ban does not apply, are defined.
Russian permits, special permits, and multilateral permits become invalid if they are used by foreign carriers for the purpose of international road transport of goods in violation of the ban are considered invalid.
The motive is the “hostile and contrary to international law actions of some foreign countries aimed at imposing restrictive measures against citizens of the Russian Federation and Russian legal entities in order to protect the national interests of the Russian Federation”.
The Ministry of Transport reported that after the war, shipments to the Russian Federation dropped dramatically, so the ban is unlikely to particularly affect the market of Bulgarian carriers.
Yordan Arabadzhiev from the Union of International Carriers explained that before the war with Ukraine, transportation in the Russian Federation was 10% of the total share of Bulgarian carriers, after the war it probably dropped to 1-2%.
The main route used to be through Ukraine, now it goes before Poland, Belarus, even through Finland if transportation is required. Bulgarian trucks with multiple permits are mainly redirected to markets in Turkey and Europe. Even before, CEMT users received a Russian stamp in order for the document to be valid for the federation.
